Chapman, Oswald Cotton, son of Charles William Chapman, M. D., of London; by Mary, daughter of David Wedderspoon, of Perth; b. Sept. 7, 1885; adm. Sept. 22, 1898 (H); exhibitioner 1899; non-resident Q.S. Jan. 18, 1900; elected to an exhibition at Ch. Ch. Oxon. July 1904, matric. Michaelmas 1904; B.A. 1907; entered the Civil Service 1909, and became a clerk in the Public Record Office; Secretary Freight and Transport Section, Comm. Internat. de Ravitaillement; Raw Materials Section (British) Supreme Economic Council, Paris, and after Armistice in charge of the Paris Office of Ministry of Munitions; O.B.E. Jan. 1, 1920; asst. principal Colonial Office from Aug. 18, 1923; retired from the Civil Service 1927 and held an appointment in the Interpretation Section of the League of Nations Secretariat until 1933; m. Sept. 14, 1924, Ruth Frances, daughter of Thomas Pae Hill, of Navan, co. Meath; d. July 21, 1934.
