        TOBIN, JOSEPH WEBBE, youngest son of James Tobin, Bristol, attorney, annd Elizabeth, dau. of George Webbe, Nevis, West Indies; b. 1776; at school under Vincent (ex inf. his grandson, Lieut. -Col. J. Tobin); while at school he fought with Thomas Putt (qv); 2nd Lieut., Royal Artillery, 1 Jan 1794; Lieut., 14 Aug 1794; Capt., 4 Feb 1800; Brevet Maj., 1 Jan 1812; Maj., Royal Artillery 20 Dec 1814; Brevet Lieut. -Col., 19 Jul 1821; Lieut. -Col., Royal Artillery 6 Aug 1821; Col., 31 Dec 1827; Major-Gen., 10 Jan 1837; Col. Commandant, Royal Artillery, commanding 3rd Brigade 16 Aug 1846; Lieut. -Gen., 9 Nov 1846; Gen., 20 Jun 1854; m. 1799 Harriet Baynes; d. 21 Feb 1863, aged 86.
