Scott, Napier Baliol, son of Edward Baliol Scott, of Weybridge, Surrey, barrister-at-law, by Gladys Agnes, daughter of William Charles Perry Grant, R.N.; b. Dec. 25, 1903; adm. Sept. 27, 1917 (R); elected to an exhibition at Ch. Ch. Oxon. Aug. 1922, matric. Michaelmas 1922; B.A. 1927; played chess for Oxford against Cambridge 1925; worked 1929-34 in Paris with Wallace Clark, the American pioneer in the field of scientific management; with Harrods Stores 1934-9 and Harold Whitehead and Partners 1939-40; joined the organisation and methods division of the Treasury Dec. 1939; Middle East Supply Centre 1942; personal adviser to Director of Organisation at the Treasury 1943; Bengal Administration Committee 1944 Ministry of Supply 1948-51; Director of Organisation and Methods, Civil Service, 1951 : under-secretary, Ministry of Supply, 1952; d. as the result of a road accident Sept. 18. 1956; unm.
